Andy, is there a way to pass the number of switches you need to make the switch component a universal one?

Yes, you can use "personality" as described in the manpage.

Ok,

Here is a video of this panel. It is now mostly working like it should. Jog axis select and move buttons work also spindle coolant and working light buttons. Single Block and machine lock also. And switches for overrides.
