Attached are the files I've been working with.
my-mill.hal is the setup for TWO parallel ports which won't load due to real time timeout and port not found errors.
my-mill 1port workfing.hal is the variant the seems to work A-OK.
my-mill.ini works with either .HAL file.

LinuxCNC was downloaded from the LinuxCNC site at the ADM64-Stretch-R13 version, on the recommendations of the forum. The computer is a Dell desktop. 64 bit, 8G memory, ~1.9Ghz. The parallel port cards are SIIG Legacy PCIe. ECP/EPP/SPP.

Hmmm i do not have one of those but i will try to find the BIOS settings online for it. Most probably it will not have manual assignement of resources.

NO response at all...just moves to the next line. I've never been able to get this command to work in any form. Curious, because several folks have asked me to run it.

HI...
I'd like to get this going eventually, just on principle at this point, but I'm backing off to one parallel port card by
1. Tying the stepper driver enable to the EStop switch directly which freed up one output port for the spindle brake.
2. combining the MAX/Min limits for each axis
3. Giving up control of the air and water coolant lines.

Please let me know if you do find something, as I'll definitely give anything a try. Thanks for all the help so far!!!!

Ok....
1. This is a complete install on a bare computer...not a virtual box :-))
2. dmesg | grep USB works for example....and brings up every line with USB in it. USB* brings up everything.
3. dmesg | grep gpio brings up one error line:
lpc ich: resource conflict(s) found affecting gpio_ich
4. parp, parpor, parport brings up nothing.
5. lspci -v brings up info on the parallel port installs...which is where I got the base address's.

I'll try anything else you want, but please remember I'm not a linux guru ;-(
