This is a new build, my 2nd 7i77 build. I am feeding VIN and FIELD with 24v. I measure 24v and Ov respectively on INPUT 16 of 7i77 as switch is actuated. When monitoring inside linuxcnc, HAL is showing that the input is not changing state. Any assistance is appreciated.

The inputs on the 7i77 are sinking type so you have to provide voltage to them to change state, in your case you have to wire the input to +24V for it to work, not to GND.

Take a wire connect it to vfield and touch an input while checking hal configuration.
