Why the tight jitter requirement?
"insmod: ERROR: could not insert module /usr/realtime-4.19.195-rtai-amd64/modules/rtai_hal.ko: File exists"
This indicates that the system crashed and didn't unload LinuxCNC / realtime.
If you reboot and try again then I would expect a different and more helpful error report.
