So I have been fighting with getting my spindle to enable and run correctly. So, I don't know if this is a bug, but IF you are using 2 cards, make sure that in the analog IO configuration tabs, that one of those analog outs is not by default configured as a spindle output, it will create a weird configuration problem in your hal file. Took me a few days of creating hal configs to finally see it and the output was a touch random, sometimes it would hijack the spindle and other times it would only prevent -+10v configuration.
At least it's sorted, not sure if this is a bug or if it is, where should I report it ? easily reproducible, and I am not entirely sure what's going on there, but figured a heads up post for the archives would be helpful for someone else at a later time.
