Figured this out as I was typing up the post, so I'll add the solution in here should anyone else ever have this problem and search for a solution.... spindle.0.speed-in needs a signal in revs per second
So I changed
net spindle-vel-fb-rpm => spindle.0.speed-in
to
net spindle-vel-fb-rps => spindle.0.speed-in
