I have no idea what your computer is.
A lot of people would be happy with 17K.

The kernel config you used is for a SMP kernel with 4 cores.
You will need to target your precise processor type to get it lower.

You probably also need to look at isolcpus=0,1,2 (for a quad core) on the kernel boot line in GRUB
to shift everything onto 1 core

I have built a UP version of this kernel for my P4s in the workshop, which runs at 5K - 9K latency
That requires some particular changes to the config regards LAPIC to enable realtime to work.

17k is perfectly OK. You will be able to make more steps per second at 30,000 ns Base thread than your steppers can handle. (1300 rpm even at x8 microstepping)

That's 13k Latency. (odd that it gets there absolutely immediately)

13k is good.

There is a GUI-based latency test on the CNC menu, and you might want to leave that running for a day while you use the machine hard (web, music, CAD) and see just how high you can force it.

The column <ovl max> is base thread max jitter

As Andy says you need to do the graphical latency-test with glxgears running , window moves etc.
You have not taxed the graphics system using a text based test in a terminal, you may find you get a quite higher figure
