According to Ubuntu python-pil.imagetk provides python-imaging-tk, as per packages.ubuntu.com/xenial/python-imaging-tk so you should good to go

Yes, "Oui vous pouvez" is right for "Yes you can", but in french, we always follow "Oui vous pouvez" with what you can :
"Oui vous pouvez le faire" -> "Yes you can do it" - nothing to guess under this it
