I had the same problem. Installing from a microSD in a card reader. No combination of unplugging/re-inserting helped.
So, I put the ISO on a regular USB memory thingy – a Lexar 4GB. It worked fine.
When I was dd-ing the ISO on, I noticed that it was close to 2GB, maybe slightly over? My microSD was 2GB![:-( :-(](/media/kunena/emoticons/sad.png)
It booted live image OK, but maybe the install uses different parts of the ISO?

If the image is bigger than the card/usb, DD will just report it at the end when it has no more space to write to, only if verbose mode is used. The resulting card/usb will not be usable in almost all cases.

Had the problem too. Installing
linuxcnc-2.8.4-buster.iso from a 32 microSD card in a USB reader. Created iso on the card in linux using command line dd. Could launch LinuxCNC from USB boot, but wouldn't install. Failed to read CD error.
Created a new ISO on an 8GB microSD card using Rufus and dd mode on a windows machine. Then it worked fine.
