One question, does updating the hal file effectively update the FPGA on the Mesa board, or do you have to take some other step to update the hal settings to the Mesa board?

The direction pin does not change when I send commands for opposite direction and no error messages at this point.Are you getting any errors?
Do the direction pins change state when jogging in different directions?

Just from a cursory look the hal/ini files seem OK
In this case (and you don't get any errors and don't have a watchdog bite = red light on FPGA card)
I would expect a wiring/pinout error

Thanks, everyone, this is aspect is resolved, wiring was fine, scaling was out to lunch so servo was moving so slowly that I did not notice it actually moving.
