Please download the free Balena Etcher program and use it to create your USB boot image.
That is my method of choice these days and how I tested all of the 2.9.x images before release.

When you get that error, try unplugging the USB, wait 5 seconds, plug it back in, wait 15 seconds then hit retry.
If that fails, try what Rod mentioned, and if that also fails, the USB is faulty or a memory module is in really bad condition and has to be changed as it will fail.

I tried many types of usb flash memory, the same problem
I tried rufus, Balena Etcher and Win32DiskImager, all are the same
I tried many computers

I downloaded an image for debian (debian-12.5.0-amd64-DVD.iso) and burn it to same usb flash and install from usb flash, it installed very well with no problem.

is ther any solution to burn linuxcnc and install it directly???

If you already have Debian installed, open a terminal and type:
sudo apt update
sudo apt install linuxcnc-uspace
Done.
That installs LinuxCNC and real time kernel.

You should make a sticky out of ^this^, along with the official md5 debian release dwload.

That was for me.
For you: is the PC connected to the internet?
