I hate the 7i97T was created by Onkelmat
Just a short rant how hard it is to setup this freaking card. Pnconfig wizard doesn´t work for it. You have to go the full manual way and it´s already a pain to get Mesa CT running and working. Some python needs to be installed, but thats a chapter by itself already. If you went through all the steps to finally get it recognized by Mesa CT and try to run that config with linuxcnc it doesn´t even find the card and exits with an error that the network isn´t reachable. I hate it so much i´ll throw it in the trash and go back to my 5i25 + 7i77. I´ll get a 5i26 for compability.

I tried pncconf once and only wasted time... But always when I found config similar to my needs I can change those as I want.
This is Windows Philosophies contra Linux Philosophies...
In Linux you can do anything in terminal. You must know some magic words, but always you can find solution.
In Windows you use mouse and click on icons. You can nothing when no icons for click...
BTW. Read carefully error messages. Not always, but mostly they gives solution.

That's great!
It does need:
setp hm2_7i97.0.pwmgen.00.offset-mode 1
and not required but an added feature would be:
setp hm2_7i97.0.pwmgen.00.dither 1
for all 7I97/7I97T PWMgens
Also a better default PWM frequency would be 48 KHz

I mean i love the Mesa cards and Linuxcnc, but this card really made me reconsider using Mesa and Linuxcnc. The point where i broke was, after getting it to be recognized by mesaflash and mesact Linuxcnc would tell me network unreachable. This problem followed me through the whole process, either "network unreachable" or "no such device at 192.168.1.121"
EDIT: So far i got it running, but the whole process to get there is tiresome.

You need to configure the network on the host for the Mesa card.
Also 192.168.1.121 is not suggested for LinuxCNC use as it's in
a commonly used NAT range.
Suggested setup is to use the 10.10.10.10 address on the Mesa card
(via the IP address setup jumpers) and set a static host address of
say 10.10.10.100/24.
At this point you should be able to ping the Mesa card:
ping 10.10.10.10
