Sorry that I was busy the whole week, could not get to the machine to modify the set up until this afternoon.
I understand that I need to change the connection on the relay: A1 to the + voltage from the 7i76e and A2 should be 0v, then 14 to pin 3 and 13 to pin 4 on the Hypertherm CPC port. The Hypertherm 45's fault led doesn't come on anymore.
But I still could not get any voltage on the output pin. I use the hm2_7i76e.0.7i76.0.0.output-09 for the torch on output. Is there any code I need to put in the Hal or INI files to make it work? I do have 24v connected to TB1(pin 5 & pin8) and TB3(pin 22 & pin 24).
I'd like to attach my config files for reference, if anyone could point out the issue, I would really appreciate alot.

you miss the lines to set the output pin ... like these to adapt to your card, the first to set it as an output and the second if it is inverted.

Thats not necessary with the 7i76e
hm2_7i76e.0.7i76.0.0.output-09 should be connected to A1
Field power ground should be connected to A2
So these relays have a LED in them that turns on when the relay is triggered. Does that come on? We have asked before. Forget anything else until you get this turning on. You may have the polarity wrong.
Something you said says you may not understand what pins 3 & 4 do. They replace the switch on a manual torch. Dry contacts signify that the contacts should not be polarised (eg with positive and negative terminals). But this is a SSR and the outputs are polarised so if the LED comes on but the torch does not fire try swapping pins 3 & 4 around on the relay outputs.

@rodw No, the led would not come on when the torch is pulsed. But I do see the value of the output pin changed from FALSE to TRUE. I measured the output pin with a mulimeter but there is no voltage on the output pin. As thefabricator03 said, there should be 24v on the output pin but I could not get it with the multimeter. I made a mistake by connecting A1, A2 to Hypertherm 45 and 13, 14 to the 7i76e, not sure that 18v from Hypertherm damaged the 7i76e or not? What would you recommend me to do in this case?
@billykid I tried putting the lines in the hal file, but Linuxcnc would not start with the error the pin doesn't exist. Maybe we have different boards...

sorry the cards are different you don't need the lines as Rod said.
you may have damaged exit number 9, you can replace it with another one without connecting anything and measuring if voltage comes out.

I tested the other output pins by setting the value true for these output pins:
setp hm2_7i76e.0.7i76.0.0.output-02 true
setp hm2_7i76e.0.7i76.0.0.output-03 true
...
but no voltage on these output pins as well.
The input pins are working though, I can read the voltage in plasmac as testing the 9v battery.

Clearly something is not right with your wiring or the way you measure voltage.
I suggest you review your wiring against Norbert's connection sheet including the link connectors

I would start by checking that you have 24 volts on TB1 between pins (1-4) and TB1 pin 8 (field power ground)
Then check that you can see a voltage between the output and TB1 pin 8 when the output is triggered.
Once you pass these checks, then we can move on to the relay.

@billykid I use the connection diagram posted by thefabricator03 a while ago.
Could I use the spindle output (SPINENA output) instead of the output on TB5 & TB6 if these output pins are not working? Does anyone know how to wire the spindle output to the relay? Sorry for asking too much.
