Hole cut and fusión 360

Hello everyone, today I did some hole cutting, I am using Qtplasmac and Fusion 360 pp, it is set to slow down to 60% to cut holes, but when I cut I see that the z axis changes the coordinates, so that the thc is not being blocked and it remains active throughout the cut, also sometimes when finishing cutting a hole the float switch is activated. Why is thc not blocked if the shear rate is lower?
