I also picked encoder for arc voltage on number 0 in TB1/TB2 tab in wizard. I had made changes to the output and input in first hal i created. Just something i thought wasn't I needed to change because [HMOT] (CARD0) looked funny. I have used a 7i76 and thats how it uses its input and outputs. hm2_7i76.0. Anyway that why that was changed.

You should enter the divider ratio if your CPC port has a divider. If you use resistors then you should enter the resistor value.
I thought you used a 2.4M resistor, if so then the values on the Parameters tb should match those in my earlier post.
INI and HAL files don't give enough information, use the back up and post that.

Well crap can get you a picture of the parameters page but voltage scale is .009324 and voltage offset is 3675.  Not sure how the back up works. I click on it and it make a text file but there's only like 3 lines of text. Do I just copy and paste that into hal? It just states machine log 23-04-03_20-47-31.txt

Ok I did find the back up file. What do I need to do with it? It does show voltage scale and offset. Along with a bunch of other stuff.

The Numbers seem to be ok. It may be that your machine has "safety" resistors installed in series with the arc voltage output although I am still unsure as to whether you use a series resistor or the machine has a  voltage divider because you have entered 24 for the divider/resistor value.

The machine is a Hynade cut 60 DN on the manual for the machine it has listed a 1:1 ratio for the arc voltage out on the 2 pin connector. I also have measured the voltage while cutting at the connection + and - input for the thcad-10 with resistor installed and was getting 5 volts or so.

As a side not i had the resistor installed on the - input wire when i first hooked it up and tryed it a couple of time. After doing more looking at wiring i saw my mistake and fixed it but not sure i didnt damage the thcad-10. So that could be the problem. as well i have only been able to get one led to light up on the board witch says it should have 2 in the mesa manual.
Also a side note plasma machine output pins have around 120 volts on them when cutting without any resistor.
