I'll come across as a complete ignoramus, but I can't answer your questions.
As for PWM scaling, it seems to me that there should be such an option. I copied and added the "coolant_cannon.hal" file as instructed.
I'm completely frustrated, and I think I might give up. I can see that the conversion isn't straightforward; there are many variables that could lead to its failure (I think)...
Any ideas?

You can try omitting the coolant_cannon.hal and see if the main configuration starts.

The error no longer appears, but the program still doesn't start.
