Currently you can't combine separate panels (even qtvcp ones) unless you use the X11 embedding process which has a few limitations and warts.
The best way to incorporate the panels is to use designer to copy and paste the panel into the original design. Then if the panel has a handler file to move the relevant code into the dragon handler file.
The intended way was to have the jog panel float as it's just for testing.
You can see the idea with TOUCHY sim (though it use GLADEvcp)

Thanks! I copied and pasted the sim panel in the designer. But the panel has no handler. The sim panel initially worked in qt _lathe before the modification and beat as it is written in the handler. I will study.

The HAL pins will have different pin prefix names after being incorporated.

This is how the axes work in incremental mode. Why do I need the commented out line in postgui.hal I do not understand, this is probably for an external sim panel.

In the handler file, you are missing the function:
def external_mpg(self, count):
QtTouchy uses this to decide what the MPG will control
