I just had a thought. If you wait after a cut until axis.z.vel-cmd is zero, you will be at the top of the retract height so that would be the safest place to remove the offset. Its up to the user to set that to a safe height above the highest material height on the table.

I used this signal to show up and down LED's on my gmocappy interface.
net signals-is-moving    abs.0.in <= axis.z.vel-cmd
net signals-led-movedown abs.0.is-negative => signals.led-move-down
net signals-led-moveup   abs.0.is-positive => signals.led-move-up

Well if your cutting a very flat clean piece of material there is a good chance the Z axis velocity will be 0 at some point... I kinda thought a safe height and torch off to remove Z offset. Did a git pull and got a merge conflict on the plasma so I'll have to download fresh in the morning during free time (limited bandwidth). I did manage to figure out a few ways to test the component in a sim first.

Not if you wait until the torch is off at the end of the cut.
Have I stopped cutting?
  Have I moved up (I am positive)?
    Have I stopped moving?
      remove offsets
