If you need support let me know. I'd also offer to write what is needed, but first I'd like to get an overview of the different user requirements.
With the recent linuxcnc axis tool editor, both tool id and pocket id need to be unique in the tool table. In gmoccapy tool editor neither is required, same tool id and pocket id can be saved.
When changing to a tool which is in the table multiple times, it seems to take the last tool entry with this id in the table.

Yes, there would be two steps:
1) Fix the tool table
2) Hide the fact that you fixed the tool table.
