Edited, thank you for pointing that out.Just one little thing: There is a hp 830 Elitebook. I guess you do not want your 8300 USDT to be held for the Elitebook?

Sorry for being vague HP 500 B MT desktop.
The motherboard has an onboard ethernet built in and in addition there was an ethernet card to which the internet was connected in the only slot available for a parallel port card.

The main problem I have found with big name business PC has been the poor BIOS installed. They trim features out such as the ability to turn off power management, virtualization and speed steeping for less problems with tech support.
For best latency test results I always recommend a motherboard with a full featured BIOS. The gaming versions usually have all the features left in the menus for BIOS tweaking.

Have spent some time and wiped complete system and reinstalled to Mint 20 and 2.8test.
Now have a lower latency but still appears high. Still got problem opening parport but working on that
