ahh right - I think devilspie was one solution.

Does it also happen if you run an Axis config that is not PlasmaC?

I does the same thing on the other Axis Sims,
Does not do it on Gmoccapy,
And Linux Mint LMDE 3 Cindy 3.8.8 running 4.9.0-7-rt-amd64 kernel

Use a file browser with hidden files enabled and check if you have a .axisrc file in your home directory. If you do, rename it and then try your machine config and an Axis sim.
