No, unfortunately the 7I84 encoder inputs are mainly for MPG use and have a maximum count rate of about 20-50 KHz and dont have an index input

Another option would be:
5I24 -->
7I49
7I52 (6 encoders 6 sserial ports)
1x or 2x 7I84
(this leaves one 5I24 connector free and provides 6 resolver inputs, 6 encoder inputs, 6 analog outputs and the 7I84 I/O )

is it possible to use GPIO for encoders the 5i24-16 does not have firmware for using a 7i49 and a 7i33 together. so im thinking using the 7142TA IO card for the encoders and adding a 7I44 for the slower IO MPG.

In general its better to use an encoder card for encoder interfaces on larger machines since they will normally use differential encoders for noise immunity
Its not a big deal to make firmware for a 7I49+7I33

cant find to much about making a bit file do i need software? would like to do it myself but maybe beyond me. think i would turn all the encoders on but dont need the analog, inless a build a y axis for the lathe. so got the serial in, so the card order would be
