No - the two 7i29s (with W3 alternated) are on P1 - 7i44 on P2

Something I can fix in the configs or I need to figure out a way to pass a cable under the board?

The configurator only deals with its internal data, it doesn't look at the hardware

OK - I swapped the cables - still have red lights on the 7i84s.
$ halcmd show all ; does not see anything other than the 7i93 lines

As for the pncconf - from what you said, it does not probe the hardware. Just creates a config template from user input.
In pncconf there is no option to select the 7i93_svss4_8d firmware type - only 4_4.

I tried adding sserial_port bit to hal - nothing changed.
loadrt hm2_eth board_ip="192.168.10.10" config=" num_encoders=4 num_pwmgens=4 num_stepgens=4 sserial_port_0=00000000"
What is the bare minimum that needs to be in the ini and hal files for linuxcnc to see the 7i84? An example hal might help.

Do you have both A and B side VFIELD applied?
Minimum for detection is:

Yes - Both both A and B side VFIELD are applied. - verified once again via voltmeter.
