1 LSb (the smallest change) is 141 mV (36.3V/256)
What you show here is one bit of dither, which is expected if you are
partway between conversion values.
Testing here, I get this behavior but if I set the input voltage so its right on
the step, rather than between steps, the reading will be stable.
This indicates (roughly) that I have less than 1/2 LSB of peak noise.
This is all standard and expected A-D behavior
