"watch of halmeter doesn't show the toggle,

can you post your current hal and ini files
Something very basic is wrong if you cannot control output pins

Hal file is missing this:

addf hm2_5i24.0.write servo-thread

it should come after:

addf classicladder.0.refresh servo-thread
