Move exceeds joint limit, but joint isn't moved

So I'm working with a retrofitted milling machine using Fusion360 for CAM and I'm getting an odd error. There is a short G1 move in X and Y in the middle of the work envelope but when trying to run the program an error is produced saying that the move exceeds the positive limit of joint 2, which is Z. The move can also be run from the same work offset via MDI without issue, and so I'm not sure what the problem could be.

I'm adding screenshots of the setup section of the program as well as the line in question.

What does line 198 say (this is not the same as N198)

I suspect that it is G53 G0 Z0.

What is your joint / axis max limit for Z in the INI?

Also is joint 2 your Z axis or a Y axis slave?

Line 198 is highlighted in the first screenshot, it's block N990. Positive Z limit is 20. You can find the entire .ini in my response to Todd.

I don't see any z moves on line 198 or any of the lines immediately after in your screenshot. Are there any in the 5 or so lines above it?

Everything after the setup section you see in the second screenshot is just G1 moves, mostly in X and Y.
