I could use some help with the error report below. It appears to to complain that the file already exists? The system is a paraport using stepconfig in linux min 19.3 using the precompiled RTAI files from Andy.
Code:

insmod: ERROR: could not insert module /usr/realtime-4.14.132-rtai-amd64/modules/rtai_hal.ko: File exists

Errors like the above usually result from launching LinuxCNC when LinuxCNC or another LinuxCNC real time utility is running
This also often happens when a LinuxCNC launch fails but does not successfully clean up after itself

You might try
halrun -U
which is supposed to unload the real time modules, but often times, a reboot is required

PCW thank you for the quick reply, Unfortunately this problem exists through a reboot and a shutdown, latency test also fails to load and will not run. It also fails to provide an error message. Do you have any other places I could look? When I run your command I get
Code:
mill@mill-DIY:~$ halrun -U rmmod: ERROR: Module hal_lib is not currently loaded rmmod: ERROR: Module rtapi is not currently loaded rmmod: ERROR: Module rtai_math is not currently loaded rmmod: ERROR: Module rtai_sched is in use rmmod: ERROR: Module rtai_hal is in use by: rtai_sched

Also this is a new install as I am upgrading from mint 18.3 with 2.7.8.

Did you reboot and try LinuxCNC first?
If the latency-test failed, its likely LinuxCNC will fail due to lack of cleanup
as indicated here:
rmmod: ERROR: Module rtai_sched is in use
rmmod: ERROR: Module rtai_hal is in use by: rtai_sched

Yes first thing I did after reboot was run launch mill. I got the 2.8.0 -Pre1 splash screen and then it went away but AXIS did not show up.
I waited ~5 mins then ran launch Mill again. I got an error message saying linuxcnc is running would you like to restart it. I pressed yes and got the error report above again.

I guess what I am trying to say is the real problem is masked by re-launching LinuxCNC after it (or latency-test) fails

The most valuable diagnostic information would be in the error report
after the first launch of LinuxCNC after a reboot, if you launch
LinuxCNC again, this information is lost
