Hi peter , As I told , it was typing mistake , the used pin is pin No.6 , as I stated in the revised drawing , and I test it with the hal meter , it shows correct result True , False , but no signal ...

Do you get any errors from LinuxCNC?

OK a 7I76ED has sinking outputs so the load is connected:
+24V ==> Relay coil+
Relay coil- ==> 7I76ED output
+24V ==> Relay coil+
Relay coil- ==> 7I76ED output

Ahhh, that's make sense ,,, So (correct me if I'm wrong) I have to provide +24V to the pin ....
and if yes , can I supply the 24V from the power supplier ( not from Mesa card itself ) ?
I mean like :
from power supplier +24V ==> Relay coil+
Relay coil- ==> 7I76ED output
also the 0V from (PSU)

That error means you have a shorted load (backwards flyback diode?)
