Since you have experience with both tommylight which has proven better the HP 8300 USDT or the Dell Optiplex 9020 Micro ?
Though better is a loaded term I know.

But, again a big but, Dell heats a lot, especially the quad core ones, it would shoot to 93 C when running LinuxCNC inside a small metal case, HP in the same case 65 C with a quad core.
Dell is a bit faster overall as it has later CPU, but i would not make that a priority.
Had a lot of HP, and several Dell, i prefer HP.
Dell 7020 is a bit older but also had several that are still in use and no issues.
A word of warning, the 8300 sometimes comes with an add on graphic card, if it is AMD i had no issues with it, if it is nvidia = yank it out, it has onboard video so it works without it.
Also, HP 8200 worked fine, had 2, one has developed some memory issues, but fixable for sure.
Another warning regarding HP 8200/8300, get the original power brick, they will not boot with similar power bricks, but can be coerced to. Two resistors in the right spot an they work even with Dell power supplies!
