Pues estuvo cortando durante un tiempo pero se a vuelto a quemar hay algún problema pero no se que es

Hay un pequeño punto en U5 el que cambie antes también lo tenia aun que cambia los dos

Looks like a maybe a major EMI or grounding issue.
Your odd voltmeter reading also suggests this.

Are the step/dir drives near the 7I96S?
How are step/dir wired to the drives? (single ended or differential)

 

Los drivers están a unos 25/30cm de la placa 
Creo que esta en modo diferencial pull+/pull- dir+/dir- si esto es a lo que te refieres
 
lo tengo todo conectado egual que esto solo tengo diferente un rele de estado solido para arc start y la maquina de plasma


 

My guess is that there siginificant coupling of the plasma start transient into the step/dir wires
or perhaps a grounding issue.

If you use single ended connections, the step/dir wiring will be less susceptible to
damage from external RFI/EMI. Another option is to use shielded wiring for step/dir
(with the shield connected to GND only at the 7I96S end)
