On Step1 I get the following to ground
Step+ 0.04v
Step- 4.4v
Dir + 0.04v
Dir - 4.4
On step 5 to ground (the step I can get working)
Step+ 4.5v
Step- 0.5v
Dir+ 4.5v
Dir- 0.5v
This is without linuxcnc running. The pc is on but the software isn't up to be clearer. Very odd how the voltages are reversed.
Step2 measures the same as step1
Step+ 0.04v
Step- 4.4v
Dir + 0.04v
Dir - 4.4
On step 5 to ground (the step I can get working)
Step+ 4.5v
Step- 0.5v
Dir+ 4.5v
Dir- 0.5v

What does your 5V supply read at the 7I96?

Are those step/dir measurements with drives connected? (a load will make a difference)

I unplugged everything from the card except the 5v power
Step 1-4 I get the following to the ground for that step
S- = 4.4v
S+ = 0.001v
D- = 4.4v
D+ = 0.001v
Step5
S- = 0.0v
S+ = 5..18v
D- = 0.0v
D+ = 5.18v
I think I had my +/- step and directions backwards in my earlier post.
Power to the card = 5.2v

OK that does look like something is wrong with the first 4 channels on the
7I96, likely a problem with one of the driver chips. You should contact Mesa
by email and request a RMA number so the card can be returned and
evaluated/repaired/replaced

That's really unfortunate. I think shipping and duty cost me almost as much as the card. Thanks for your help!

Did you buy the card from a EU dealer? If so you should be able to
get a replacement from them.
One other thing to try is to just use the STEP-/DIR- pins
so
Drive Step+ <-- 5V
Drive Dir+ <-- +5V
Drive Step- <-- 7I96 Step-
Drive Dir- <-- 7I96 Dir-
get a replacement from them.

Bought it from the US store.mesanet.com but I'm based in Canada which is where the duty comes into play.
so right now I have step-, step+,dir-, dir+ then the step and dir go to the phases on the drivers
You're saying wire 1 phase to the step- and Gnd and the second phase to dir- and 5v on the 7i96? this leaves no wires into the step+ and dir+.
I'll try that shortly and let you know.

No, nothing is connected to GND
Wiring would be
Drive Step+ <-- +5V
Drive Dir+ <-- +5V
Drive Step- <-- 7I96 Step-
Drive Dir- <-- 7I96 Dir-
7I96 step+/dir+ pins left open
You would never connect 7I96 step or dir, + or - to ground or 5V
