You should be able to change the extension to .txt. Alternatively put it at www.pastebin.com. Or look through it for the parallel port and paste the surrounding few lines into a message here.

9400-9402 : parport1
9403-9407 : parport1
...
9c00-9c02 : parport0
9c03-9c07 : parport0

lspci says:
04:08.0 Parallel controller: Timedia Technology Co Ltd SUN1888 (Dual IEEE1284 parallel port) (rev 01) (prog-if 02)
Subsystem: Timedia Technology Co Ltd Device 0102
Flags: stepping, medium devsel, IRQ 16
I/O ports at 9c00
I/O ports at 9800
I/O ports at 9400
I/O ports at 9000

So, they even agree.
It looks like you have a dual parport card, and your base address probably needs to be set to 9c00
Try that. I am optimistic.

So do I put "0" in the parport address in Stepconfig wizard? Also someone suggested to add two lines in the .hal is this still the case?

No, you put "9c00" as the parport address in Stepconf Wizard. That should be all that has ever been missing.
If that doesn't work, you can try 9400 instead.
