No difference between the two here. Chasing "Net Zero" is pushing up prices everywhere, killing industries, especially anything to do with getting metals from ores. I'm almost starting the to those in charge don't actually want the population to build anything, except for housing that will built by imported Indians trained to be builders.......yeah that'll work. Yes they are targeting Indians nationals for this.
Short of houses, lets bring in more people to build houses...that will need more houses, bring some more people to bring in more houses....that will need more houses...rinse & repeat.

FWIW this is how it is at my place of employment. All internet traffuck appears to come from the same place because of how they appear to have the servers/vpn/whatever set up and YouTube then requires a sign in to view it. Probably more specifically it’s likely because many of my coworkers appear to use YouTube to play music all day long. But to your point some days it will let me watch whatever I clicked on and some days it requires a sign in.
Some days I have to verify I’m not a bot just to do a simple google search.

and that could mean that the internet at work triggers something on YouTube that makes it
think that my computers at work are bots of some kind. (strange that it didn't yesterday)

Router, yes, that can also do that if the NAT (Network address translation) is ON, so all the PC's inside the network look as the same and only PC to the internet.
