Ok just tested this with Mint 19.2 installed in a Virtual Machine to install a RT_PRREMPT kernel & Linuxcnc.

Import the key:
Code:
sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-key 60DE9F5F42214E43

Add the source:
Code:
sudo add-apt-repository 'deb http://cnc.beaglebrainz.net/mintcnc/ bionic 2.8-rtpreempt'

Finally install:
Code:
sudo apt-get update sudo apt-get install linux-image-4.19.106-rt44-lcnc linux-headers-4.19.106-rt44-lcnc sudo apt-get install linuxcnc-uspace linuxcnc-uspace-dev linuxcnc-doc-en

Optionally:
linuxcnc-doc-en can be replaced by linuxcnc-doc-es linuxcnc-doc-fr

Reboot and you are done.
