You could, alternatively, try the Buster ISO here:

www.linuxcnc.org/temp

It's not 100% ready for general release yet, but it is very close.

I did test the rev.5 a few days back, everything worked, from a quick run through.

Well, it might need the debian repositories adding (make sure you choose a mirror or they won't be there) and it probably needs a couple of python-qt5 libraries adding to use the new QT5 guis like Silverdragon)

I have downloaded this tar.gz file but although I have been bumbling about with copy/paste this is now a challenge. I have it open but am lost as to how to install

The .iso file?

You are now at step 2 on the "official" install path:
linuxcnc.org/docs/2.8/html/getting-start...to_a_bootable_device

(ie, the LinuxCNC documentation should apply)

Well I have moved on considerable but just not there
"You are now at step 2 on the "official" install path:" Not really as the link to Buster ended up with "Not found...." I modified address and used Linux-2.7.14-wheezy.iso.zsync.
Following the guidance I did manage to write the programme to my USB as all appeared good as checksums balanced and I can see that on the USB. Unfortunately the USB is not a bootable device and I have not been able to run the program however this has given me a lot of confidence to repeat install
Next problem is the "simple" task of making the USB bootable and that is another major task as I have tried. Will do a search to find out How so any advice appreciated.

1) Download the 2.8test5.iso file from the first URL I gave you. (The URL in the install docs won't work yet as the final .iso hasn't been made yet)
2) Write the .iso to a USB, but not by simply copying it. If you can see the .iso file on the USB then you have done it wrong, The USB should either be unreadable or contain /boot/ folders etc. (this depends on the OS that you have it plugged in to, and whether it can read the drive format)

Have spernt a few hours making some progress but have come to a stop. I attempted to use the 2.8test5 but got "could not read control file from URL www.linuxcnc.org/iso/linuxcnc-2.8test5r.iso.zsync" so bypassed and went back to the wheezy. Took a few attempts before I realise that I had to umount USB before I could write to it, anyway, I have written to the USB as I can see within File Manager and that's as far as it goes. As the USB is unbootable then nothing happens.
I would be very grateful if I can be advised as to how to make it bootable.
ps Is it possible to load without boot?

What are you using to write to the USB?

Are you saying that you managed to write the 2.8test5.iso and boot from that then got an error, or that you could not even download it (if so, don't use zsync. that isn't set up yet)

How did you load Buster in the first place? You did mention that as the starting point.

I used this to make a bookable USB from an ISO www.balena.io/etcher/
