If you download that repository, then you should just need to enter the directory and enter the commands in the readme
github.com/LinuxCNC/buster-live-build

If you want to customise it, then there is lots of documentation here:

At the very least, the debian repository URLs have changed. Haven't figured out what else is wrong yet.

Seems to work for me.

But I suspect that you need the right things in your apt sources so that it can get all the packages.
