Bengt you have commented out many many lines in that hal file.
Take a fresh copy, don't modify it, link it in and see what happens.

It does not work straight out. I have modified line by line until I get LCNC running.
Most commented out lines are 'buttons' and MDI so it should be working without those functions, but obviously not.

Here a more cleaned up file, now only MDI and Buttons are commented out.
But still no counts

We can suspect your wheel is not managed exactly like the rf version.

the numbers you refer to are counting. But not the Yellow in my picture.
So in that case my wheel is OK

I've done some more testing including turning on verbose. Here are the results loadrt or2 is completely ignored in place of the loadrt or2 names= line causing the addf or2.in0 to fail later on.
I changed the loadrt or2 to loadrt or2 names=or2.0 and that works as it should and linuxcnc runs. so for some reason, with multiple lines of or2, you need to name them or they are ignored. I do not know if it's only because one set is named or not.

Have you try to push continuous or step button before moving the wheel ?
In your picture i see only 00 00 for the wheel value
