Yes the wiring is as per your postabove.The whole thing was wired up by Yaskawa engineer and my Service engineer helped me a bit over the weekend, but he specialises in Bostomatics with OpenCnc, so no one can help me with linuxcnc, attached some pics and the wiring for the servo.

I would the check Enable switching with a multimeter (across ENA+ and ENA- at the 7I97)

I have found that the 24v on ENA+ to ENA- drops when I press F2, so is mesa board going into stop mode for some reason or is that ment to be?

OK that's correct.
The 7I97's ENA+ and ENA- connect when analog out is enabled in LinuxCNC
So when F2 is pressed the drives should be enabled and hold position.
(though they may "run away" if the feedback direction is backwards)
