1. Is this a 7I97 or 7I97T?

2. The 7I97/7I97T have only one parallel expansion port so you could use either the 7I74 or 7I89 but not both

3. The 7IA0 connects to either the 7I97's serial port or a serial port on the 7I74 or 7I89
 

The main card is the 7i97.
The 7i74 is connected to the 7i97 via the P1 expansion connector.
The 7iA0 is connected to the 7i97 via LAN cable.
The 7i89 is connected to the 7i74 via RS-422/485.

You must have the 7I89 card name wrong, the 7I89 is a 8 channel encoder interface with a parallel connection

For a 7I97 + 7I74 you would use 7i97_7i74D.bit premade firmware.

 

We generated the bitfile using the Mesa Configuration Tool. Exactly as you described.I also need the 8 encoder inputs from the 7i89.It would be better if the 7iA0 worked first, but it doesn't. There is a watchdog error. 

The Mesa configuration tool does not generate bitfiles, it uses existing bitfiles
If you need a 7I97+7I89 configuration I can build that but it may require dropping some
encoders. Do you need all 14 high speed encoders?

On the watchdog timeout, what error do you get from LinuxCNC?

(Easiest way to log these error is to start LinuxCNC from the command line
all error will be printed there.

It would be very kind and helpful if you could create a bitfile for a 7I97, 7i89, and 7iA0.

Currently, not all 14 encoder inputs are needed; this is just a preparation for glass scales. Currently, the encoder for the handwheel would be connected there.
The 7iA0 is to be connected to the 7i89 via the serial interface.

I managed to establish a connection in the old configuration of 7i97 + 7i74 and 7iA0, and the watchdog was gone. But this configuration no longer exists.
