Ok thanks for the note.
I am using an intel Core i7-930 on a Gigabyte X58A-UD3R. Ethernet NIC is a StarTech ST1000BT32.
I did a quick look through the Bios and didnt see any Cx states, and all power management was disabled.
I have not added idle=poll to the kernel command line. Would I add that as its own line or with another existing line?

You add it to the existing command line
My additions are:
processor.max_cstate=1 idle=poll isolcpus=3
The isolcpus line may or may not help but worth testing by doing a latency test
with it present and without
latency-histogram --nobase --sbinsize 1000
