Sorry, I've been at a conference that got cut short due to a covid outbreak. GRR
So what it looke like to me is you have not set the second encoder up . From the Plasmac manual roughly edited for you.
setp hm2_7i92.0.encoder.01.scale -1
setp hm2_7i92.0.encoder.01.filter 1
setp hm2_7i92.0.encoder.01.counter-mode 1
If you look at the thcad, you should see a LED slowly flashing in sympathy with the frequency it is on. IF that is flashing, the problem is in hal

I would advise to stop and take a breath for now, leave everything as is and make another config not using the ohmic3, use the existing PlasmaC ohmic sensing and make that work, then try to implement ohmic3 if you find out you require that.
Grabbing a coffee and a smoke would also be beneficial !

One of the main issues is I don';t know how this is suppose to work really. I should have stuck with routers.....

Supper time. I'll come back to this tomorrow. I added the 2nd encoder in the hal but I am getting only one half of my gantry homing now.....LOL surely not related. I would throw another mug if I had one at this moment.

Oops, admittedly I likely missed that when I saw the ohmicsense.ohmic-on wasn't hooked up.
Now that I look, I believe you are missing it for your arc voltage encoder too, and that's the reason you are showing -30 volts (when I comment these out on mine, I get no velocity, and my arc voltage reads -29).
You also need to add for your arc voltage issue...:

I added the entries for the THC encoder and that seems to be working. voltages going up and it seems it is working. Need to fine tune.
The ohmic probe I still have the same issue. So something is not hooked up correctly in hal.
