The ohmic probe I still have the same issue. So something is not hooked up correctly in hal.
What issue?

There are a number of pins in ohmic3 that you can monitor in halshow for debugging. I'm not in a linux pc now but I would check that you can see the ohmic volts move from 0 to 24 volts or there abouts. If you jog down at the smallest resolution (0.01 mm for me) you should be able to see the voltage ramp up on each click as contact is made.
Then choose a threshold that suits your hardware.

If that is the case, I think it will be becasue the encoder is not set up and enabled in your hal file.

When I looked last it seemed like your Hal files were correct.
If you’re seeing no velocity on .01, then there is likely something wrong with the wiring from the output of the thcad to the encoder input on your 7i92.

You said the THCAD was flashing so that indicates its generating a frequency.
If it was on 0 volts, there would be a reading on the encoder of about 3800 or 1/32 whatever the calibration sticker says.
Have you got the 1/32 jumper selected on the THCAD?
have you installed the correct bit file?
Can you see the additional encoders in halshow to confirm?
If you are still seeing 0, then its a wiring error. The THCAD should be attached to encoder 1 in Hal which is the Encoder B signal in the mesa docs. (not familiar with your card)
Alternatively if you are using a 7i77, then it would have its own encoder so use the encoder A signals on the appropriately numbered encoder.

I am using 7i92-7i76
I have verified the correct bit file.
I have verified the wiring. swapped out with thc THCAD,
It is flashing yellow like the THC thcad
I do have 1/32 jumper selected.

I will take Tommy's advice and redo a config and use ohmic2 for now.
