Software not talking to hardware. New build

Hi, I'm trying to get my router table working,I built this from scratch! I used a LattaPanda Alpha 800.There are two M.2 PCIe connectors (B&M Key and A&E Key), which enable various expandable capabilities including SSD, GPU, Wired, and Wireless Network. I used an ADT link in m.2 E-key to PCIe adapter so I can run a parallel port(startech part#pexx1plp)
I need to determine if my problem is a hardware, or software problem. So...How do I do that?

You actually don't know if the software is talking to the hardware or not until you can verify that you can/cannot change parallel output bits or read input bits via LinuxCNC

That's why I asked if you can see the direction signal change on the parallel port
when you jog in either direction. This will with one test eliminate all parallel port addressing and driver questions.

One way is to check if the parallel port pin that's used for direction
changes state (output voltage) when you jog in opposite directions.
