Frankly I have only Raspberry Pi4 easily available here. Mesa card I need to import.

Do you have access to an ordinary PC with a parallel port? Just to get started with the software.

I have installed linuxcnc on my laptop successfully, i could run the tool. I can buy usb to parallel port converter, if that works

No, USB to parallel devices do not work for anything but printers.

Ok then pi would be better option as its available in quite reasonable price.. I can buy. Looks like pi also doesn't have parallel port.. Any suggestion if there is anyway to start with raspberry pi.. I m ready to buy it..

There is a USB to parallel converter for LinuxCNC made Poland i think, it is here on the forum somewhere but can not find it, it was something like 80 Euro so way past Mesa stuff, and mesa does MHz step rates, while the converter was something like 15KHz, if that.

Just a thought, but RPI costs more than a used PC with parallel port...

Here pi 4 i could see available for $60 around.. Which works good for me
Mesa board also ok if I don't have to pay transport and duty, which is making price more than 3 times.
If i get used pc with parallel port then i can directly try out motor and solenoid valve connection directly, then yes its good deal i can find one

Finally after getting our prototype working with electronic items available locally, moving to Linux CNC.
I am getting RPI 4 (8GB). Now when I looked in Mesa store, 7C81 is out of stock since around 1 month now. I observed they have only 2 FPGA board mentioned to be RPI boards. 7C81 & 7C80.
We need connection only for 3 axis motors and at most 4 IO ports. 7C80 I believe is too much against what we need.
Now would like to know, if other FPGA boards also will work with RPI? Can I go ahead and buy any similar Mesa board which is nearly matching with 7C81. Any suggestion would be helpful..
