I did a fresh install of Linux Mint 19.3 then proceeded to install 5.10 and got this error.

dpkg: regarding .../linux-image-5.10.0-3-rt-amd64_5.10.13-1_amd64.deb containing linux-image-5.10.0-3-rt-amd64:
linux-image-5.10.0-3-rt-amd64 breaks wireless-regdb (<< 2019.06.03-1~)
wireless-regdb (version 2018.05.09-0ubuntu1~18.04.1) is present and installed.

dpkg: error processing archive /home/andrew/Downloads/linux-image-5.10.0-3-rt-amd64_5.10.13-1_amd64.deb (--install):
installing linux-image-5.10.0-3-rt-amd64 would break wireless-regdb, and
deconfiguration is not permitted (--auto-deconfigure might help)


So I used the synaptic package manager to remove the wireless-regdb package and installed linux-image--5.10.0-3-rt-amd64

Yeah that was the error i got with 5.9 a while back.
Use of DPKG is discouraged as it does not check for dependencies, use gdebi or synaptic for package installation.
Nice find removing the offending file ! :)

Actually it was a Gdebi error message... and yes Gdebi does a much better job with dependencies than other ways.
