I don't see this in your hal file:Put it in plasma2.hal after:
setp hm2_7i96.0.encoder.00.scale -1
setp hm2_7i96.0.encoder.00.filter 1
setp hm2_7i96.0.encoder.00.counter-mode 1
addf hm2_7i96.0.write servo-thread

What do you mean by "won't let you"?
Normally you would just edit the file with a text editor. (NOT a Windows one)

I can open the file in a text editor but it won’t just let me save the file it creates a new file as a .txt. And I’ve tried to remove the old file and rename the new to the same name and .hal as the old but it won’t open

ok thank you! now i have added those lines temporarily while my machine was open and that when i get the wild voltage readings, could the way i was adding them in there been the problem? and with the machine sitting idle before any arc is initiated shouldn't it be reading 0 volts?

Without knowing the actual errors you were getting, I don't know...ok thank you! now i have added those lines temporarily while my machine was open and that when i get the wild voltage readings, could the way i was adding them in there been the problem?
Yes, but you will need to restart LinuxCNC for those lines to take effect. The HAL files are only read once on startup.and with the machine sitting idle before any arc is initiated shouldn't it be reading 0 volts?
