In the absence of the team.
Can you type ping from a terminal. ping 10.10.10.10 to see if you get a response from the card
The error seems to show line 7 of the hal file.
So post your ini and hal files.

]The reason LinuxCNC can’t come up is the missing connection to your mesa card.
You tried to condfigure your network with eth0 as the device name. But it is enp3s0 If you change eth0 to enp3s0 your should be able to connect to your card (10.10.10.10).
Try a ping 10.10.10.10 first if this is successful it LinuxCNC should start. Or at least fail ant another point

One other thing to try, revert the changes you made, then try launching linuxcnc with your wifi turned off.
If it works, then we can proceed with helping you get that resolved. It's a sometimes common issue.

So I messed around with it again today and was able to get it to ping the board after a bit of playing with the network stuff. but still get that same error for line 7. Here is my hal file and a few pictures to show what i did to get a solid ping.

I have seen PCW mentioning the graphical network tool wicd you are using is useless and he suggested installing another graphical network manager. I will say this was so simple in Mint the other day.
