Have since realized the issue and will resolve.
What did the issue end up being? It may be helpful for people in the future who have similar issues.
Probably the gcode you are running does not have M3 Sxxxx $0 in it, so the torch will not fire.

The gcode that I'm using is the Wench example that come with linuxcnc.

if the axis are not setup and homed, primarily the Z, cut parameters can not be achieved.
