Boot from the ISO USB and run a latency test, you can do this without messing with the current OS install.

<50,000 ns is usable for software step generation, < 300,000 is just about usable for an FPGA card like a 5i24. If your PCI PC is < 100,000 then it should be OK.

Seems the pc bearly boots lol, its 3.0ghz p4 but the ram is really low like 512mb. Mabe its my settings hyperthreading is enabled in bios

512MB should still be usable for the official Debian buster, but laggy for sure.
Just for giggles, see if there is something like "gate A20" or A21 in the BIOS and set it to fast if you do find it, it makes a world of change in speed.
And yes, disable hyperthre...s#itting . Good, how much i hated that since the announcement by intel back in the day....

I think i messed sumin up, i had to create a new bootable usb because i used gpt on the last one. Im gunna redo it tonight and start again tomarrow

Havent ran it again yet fellas, im waiting on a new to me motherboard to show up then ill check back. That other computer was a 32bit xp mabe the hardware wasnt good enough to run linuxcnc? I donno the newerish one cost 30 bucks and it have pcie and pci slots with 8gigs

I wouldn't suggest installing LinuxCNC on a 32-bit CPU at this point in time.
It will work, but maybe not in the next or next-but-one LinuxCNC versions.
Any CPU after the P4 of 2002 will be 64-bit. So if you do have a 32-bt PC it's at least 20 years old.

Yea i figured it would be a hardware issue, i have a different motherboard on the way. Not brand new but prob new enough
