For now I start to working without scales.
But need spindle encoder for tapping.
The encoder is connected to 7i85 to third encoder input.
But dont see any signal from them in halmeter ( encoder04).
The encoder is 12V power supply and GND is connected with GND power supply from mesa card.
Encoder give 0-3V

I look on encoder 0, 1, 2 ,3 ,4 and dont see any change moving encoder...

With your current firmware, Encoders 0..3 are on the 7I85S,
and encoder 4 is on the 7I76.
If you have a single ended encoder, you need to jumper its
inputs for single-ended = TTL mode
and encoder 4 is on the 7I76.
If you have a single ended encoder, you need to jumper its

Jumper is ok.
Now the first encoder on 7i85s is encoder02 the second is encoder03 and working.

If you have a 7I85S, that is incorrect firmware (its for a 7I85)

Please give me correct bit file for linuxcnc 2.81. The bit file you used has stepgen features that are not supported in LinuxCNC 2.8
Here is a 2.8 compatible 7I76+7I85 bitfile:
